Five crore each to every District for Disaster Management:CM

Uttarakhand Chief Minister Mr. Trivendra Singh Rawat has instructed to release a sum of Rs. Five crore each to every District Magistrate of the state before the start of rainy season to meet any disaster in their respective district. The Chief Minister gave this directive while chairing a meeting of the State Disaster Management Authority held at state secretariat here on Friday.

Addressing the meeting, Chief Minister said that local people have an important role to play in disaster management and they should be trained in dealing with any kind of disaster. He said that those Mahila Mangal Dals and Yuvak Mangal Dals which had already been given disaster management training should be retrained.  He said that the requisite equipment required for disaster relief and safety should be made available at the local level. He also called for strengthening of the Incident Response System (IRS) and early warning system.

Chief Minister Mr Trivendra Singh Rawat said that special care should be taken of the areas prone to disaster. He said that areas vulnerable to earthquakes should also be identified and methods of effective disaster management and relief in those areas should be implemented. He also called for developing ballon technology for communication facilities in remote areas. He also inquired about the preparations of disaster relief and safety measures taken during night.

 The Chief Minister also inaugurated the website of State Disaster Management Authority (usdma.uk.gov.in) and launched the mobile app related to Incident Response System (IRS) on the occasion.

He also released standard procedures, IRS coffee table book, Yuvak and Mahila Mangal Dal training, Disaster Safety Mitra Yojana and IRS checklist booklets. He also presented an amount of Rs. 25,000 and certificate as reward to Narendra Tomar who had won a logo competition of the State Disaster Management Authority.  The Chief Minister also honoured the youth who helped in search and rescue operations during disaster.

DGP Anil Raturi said that after the natural disaster of 2013, State Disaster Response Force (SDRF) has been formed. He said that presently SDRF personnel have been stationed in 50 police stations of the state. There are four companies of SDRF and it has rescued 4858 people in 341 small and major disasters in the state. A total of 35,000 children have been given general training to meet disasters while 8500 children have been provided intensive one month training.

Secretary Disaster Management Amit Negi gave a detailed presentation on the preparations to meet any disaster. He said that 900 women groups at the village level have been trained for disaster management. He said that all the District Magistrates have been asked to conduct GIS mapping of their respective districts and 350 sensitive spots have identified.

Maiti: Saying a Green Goodbye

Down the narrow by-lanes of Nathuwala in Dehradun lives a retired biology lecturer Kalyan Singh Rawat. Kalyan ji as he is fondly called, is a simple man with humble beginnings. Like most of the youth from Garhwal, he too migrated to the plains in search of a better and brighter future and joined as a biology lecturer in Nathuwala. Got married, had children and made Dehradun his home.

Reminiscing about the days of the past, Kalyani ji adds, ‘my annual visit to my home in the hills left me troubled. The depleting green cover of the mountains where I wandered, pained me.’ He set about thinking of how as an individual he could involve the village community in preserving and protecting their environment, for he was well aware that alone he stood little chance of making any positive impact.

In 1995, on a visit to Gwaldham, for his niece’s wedding, Kalyan ji came up with a unique idea of making the bride’s parting from her paternal home more special. ‘After the wedding celebrations were over, I asked my niece to plant a tender sapling in her Mait, or mother’s yard as a symbol of her love for her parents and theirs for her.’ His logic was simple, ‘When a bride leaves her parent’s home for her in-laws home and plants a sapling, the bride’s mother will definitely look after this parting gift from her daughter and the family will nurture and protect the tree from any harm and by doing so they will bring back greenery.’

This symbolic ritual then spread like forest fire. More so amongst the women folk who found an immediate emotional connect to the idea. Hence, the seed of ‘Maiti movement’ was sown. The word ‘Maiti’ is actually derived from the Garhwali/ Kumaoni word Mait which means a bride’s paternal home.

This innovative afforestation drive has touched a cord not only in its birth state of Uttarakhand but crossed over inter-state borders and taken wings in foreign shores of Nepal, Dubai, Indonesia and Canada as well.

Based purely on emotions the ‘Maiti’ tradition today has grown in leaps and bounds without any monetary aid or help from any co-operate house or the State Government at large. What started as a one-man mission has in turn turned into a mass movement with close to two lakh trees being planted in Uttarakhand alone and the lines of poet Robert Frost, ‘and miles to go before I sleep, and miles to go before I sleep,’ ring true for Kalyan Singh Rawat’s Maiti Movement.

Mukesh Khugsal: An artist who writes with light

In his late thirties, Mukesh Khugsal is a name to reckon with. Straddling his Canon 5D and 6D around his neck, you will bump into him at any cultural event on or about Uttarakhand, his home-state be it home or abroad clicking pictures.

With his ancestral roots in Pauri, Mukesh’s parents moved to the plains of Delhi where his father, Surendar Khugsal was in a government job and his mother Godavari a home-maker.

Like any inquisitive teenager, Mukesh picked up his cousin’s camera, Vijay Naithani an accomplished photographer himself. At the age of 16 Mukesh was smitten by the world of photography and made it his passion.

An Art’s graduate from Delhi University, Mukesh tells us, ‘with over 15 years of experience behind the lens, I believe in creating photos rather taking them.  I love Photography. I love capturing real emotions and the memories that people hold on to forever.’

Today he has come a long way as far as technology is concerned from his first roll camera being a Pentax to now the top-of-the-line Canon equipment.

“I am a self-taught photographer,’ he tells me, ‘this profession of mine has changed the way I perceive the world around me. I am more of an explorer in pursuit of nature’s abundant brilliance or a common man’s portrait caught in that single moment by the shutter bug.’

A complete package, Mukesh has not limited himself to his first love of landscapes, wildlife and monumental photography. He has dived into the world of portfolios, industrial, corporate, wedding, fashion shows and live-shows as well.

One of his pictures from “Nanda Devi Raaj Jaat” was selected and exhibited in Paris at the third Global Landscapes Forum-Dec-2015.  His body of work under, “forest from where we get food for our animals so that we can survive” was highly appreciated in 2nd Indian Mountain Initiative summit in Gangtok 2012.

Mukesh has held marathon exhibits of his work at  Mussoorie Writers Mountain Festival 2015; Nanda Devi – a story of Himalayan goddess – Virasat Dehradoon 2015; Delhi Photo Festival 2015, Colors of Uttarakhand – Mumbai (Kauthig) 2014 and 2015; Shades of Delhi – India Habitat Center with his latest being Exhibited in Auckland, New Zealand on 16th April – Baduli 2017.

Mukesh Khugsal has perfected the art of writing with light and trained his eye to capture that fleeting moment, in his shutter-bug for eternity for generations to come.

Where there is a wheel, there is a way !

For the right reasons, a pro-active police force in Uttarakhand makes it to the headlines. Going viral is the Nainital SSP Janemejaya Khanduri’s recent achievement – a feat that is anyone’s envy.

Between 1st January 2017 and 31st December 2017 SSP Nainital has managed to collect Rupees 16,84,22,503 (sixteen crore, eighty four lakhs, twenty two thousand, five hundred and three rupees) for the State Treasury through implementing Traffic rules strictly. This is the highest ever collected in the six districts of Kumaon Region.  Add to this, from January to April 2018, and the amount is a staggering Rs. 5,36,76,003 (five crore, thirty six lakhs, seventy six thousand and three rupees ) with a few weeks still left in April.

Combined with this is an iron fist for drug peddlers, boot leggers, smugglers or maintaining law and order; Janmejaya Khanduri leads from the front and by personal example too. While his juniors look up to him, those stepping outside the pale of law, bigwigs or petty criminals, he plies on.

He tells Newspost about this newest accomplishment thus: ” We are not doing anything extraordinary. It’s all about implementing traffic rules rigorously. Fines are levied through challans so that public at large learn to follow traffic rules.”

This is easier said than done. For while it may sound easy, a lot of hard work, determination and girt go into achieving such staggering figures of fine collection in which the entire police force has come out with flying colours.

Literature Festival ‘Himgiri Literati’ held in Himgiri Zee University

Himgiri Zee University held a literature festival named ‘Himgiri Literati’ on 15 April 2018. The event was graced by the presence of Sahitya Academy winner Mangalesh Dabral and a galaxy of authors. Vice Chancellor Prof. Rakesh Ranjan welcomed the guests by emphasizing that how Literature is the essential part of the existence of Human Being. He requested students to create new literature to chart a new path of glory for the nation.

Chief Guest Mangalesh Dabral elaborated on the form of poetry from the time of Kabeer till date. He emphasized how literature and poem have become the voice of the oppressed. After the opening ceremony a panel discussion was held on “how hills have contributed in fostering literature’. The discussion was moderated by well known journalist Ms. Jaskiran Chopra, the panel consisted of Mr. Mangalesh Dabral, Mr. Ganesh Saili, Mr. Subhash Taraan, and Mr. Nand Kishor Hatwal.

During the day long festival well known literary figure Mr. Aporva Kala gave tips on creative writing to budding students. While Story telling event featured Bimal Raturi. Well known poet Captain Kunal Uniyal recited his own poems. Students participated in competition ‘Meri Rachna’.

Satirist Ashutosh Ujjwal and Aaditya Navodit made satire on the current political and Social seetings prevalent in the country. The event was attended by Mr. Anterdeep Singh, Chief Finance Officer, Dean and Head of Various departments of University and Teachers.

The event was completed by the contributions of Dr. Narendra Kaushik, Ms. Ankita Uniyal, Mr. Sanjeev Kumar, Mr. Kailash Kandwal, Ms. Priyanka Goswami, Ms. Akanksha Shrivastava, Mr. Rakesh Arya, Mr. Saifullah Khalid, and Mr. Vikas Chauhan.

Team Evolution, setting the stage on fire

What started as a professional stunt riding team in Dehradun a decade ago, this bunch of passionate riders in their early twenties have been doing what most consider plain and simple suicidal,but these professionals call ‘Free style stunt riding.’

Brain child of Lakshya Khanduri who tells Newspost, ‘hooked to the adrenaline rush that the sport brought and the high you get when you are on one wheel, that is the ultimate thrill that we get.’ Adding, ‘stunt riding is considered a crime not an adventure sport in India today. But when you do it safe environments, it changes.’ This community of two-wheel riders perform stunts on isolated road-stretches either early morning or late at night keeping all safety and security measures in mind.

In the year 2014, XDL Extreme Drifting League came to India. A league that is every stunt riders dream was held at the Budh International Circuit in Noida. Four out of top five riders belonged to the Evolution Team who went on to win under the Auto-gear Stunt Championship felicitated by MS Dhoni. In 2015 the team went on to win the India Bike week National Stunt Championship in Goa.

Harry Potter magic recreated in the Garhwal Himalayas

For those who are a fan of JK Rowling’s fantasy fiction series Harry Potter, Quidditch the fictional sport is something that stays with you long after you have watched the movie. Witches and wizards flying on their broomstick playing a complex game, catches everyones eye and attention.

Now what would Harry Potter/Quidditch have in common with the Garhwal Himalayas and its habitants? Many would wonder. Well, here is a story of how 27 year old Freelancer Photographer, Education Trainer Anshu Agarwal, recreated the game and its magic for children of Kalap, a village in Tons Valley some two years ago.

Anshu happened to chance upon the opportunity of volunteering for an NGO to teach English to the young children of the village.  It was while his stay at the village that Anshu experimented with what he calls the ‘Quidditch Photo-shoot.’

Taking about the shoot Anshu tells us how, “It was while i was teaching English to my students that I showed them the movie Harry Potter. The children were so mesmerised by the movie that they asked me to recreate the magic for them, a request i could not turn down and thus, the shoot happened.”

Using Levitational Technique, with props put together by his young assistants, Anshu recreated the magic of Harry Potter much to the delight of his young models and the villagers.

Anshu remembers, “Their wish was my command! Simple. I set about recreating the magic for the young enthusiastic children, who worked on war-footing to arrange for a broomsticks, a one meter long wooden bench and a volleyball, and of course more than willing young children with colourful capes and caps to be my models and actors.”

It took the teacher and his students close to two months to finish the shoot.  Experimenting with location,props and then with a little help from photo-shop, magic was created.

Nostalgically, Anshu recalls how when he first showed his pictures to the villagers and his students, they were taken aback. He cant forget how excited they were and at that very moment Anshu knew, he too in his own special way, strung together magical moments and memories for the inhabitants and its generations to come.

With 6 more joining in as word spread about the Film Appreciation course beginning in Nainital, now 91 participants are attending the Course from 10 States, Uttarakhand, Uttar Pradesh,Rajasthan, Punjab,Kerala,West Bengal,Gujarat, Maharashtra, Delhi and Haryana.

Another Film Appreciation course began on 12th April  in Port Blair,  Andaman and Nicobar Islands with Pankaj Saxena and Munish Bharadwaj as Course Directors.

Society is continuously pressed to change, adapt, modify and accommodate. The recent discourse around the harassment that women face which culminated in the #MeToo campaign has brought to light the many ways in which society still needs to undergo a significant shift. The time is ripe for us, not just women, but whole communities to come together and #PressforProgress.

Change can only happen if we ourselves become the agents of change and progress. So as women within a society we need to come together and decide what we want. We can choose to let things keep happening to us or we can take a step forward and ensure that we become the deciding factors in what happens.

I am a mental health professional and putting aside the discourse around the gender divide and lack of gender parity, I would like to draw attention to the state of mental health for women. The following are the facts in this regard:

  1. Women are more predisposed to developing mental health problems like depression, anxiety, somatic complaints, to name a few.
  2. Women during menstruation, pregnancy, at the time of childbirth and at the time of menopause can experience mental health-related concerns.
  3. High prevalence rates of sexual violence to which women are exposed correspondingly lead to high rates of Post Traumatic Stress Disorder (PTSD), making women the largest group impacted by this diagnosis.
  4. A large proportion of women having emotional distress or psychological disorders are likely to not reach out for help.

These facts highlight the need for GENDER SENSITIVE treatments that can help ensure that women feel more encouraged to seek help. Women within our country have varied roles and responsibilities that create a unique set of experiences for them. A majority of them choose to put their families before, keeping even thinking about their own selves for the very last.

As a result, the concerns they experience tend to be more culturally driven, requiring intervention that is more suited to their specific viewpoints, beliefs and familial situations. It is a known fact that mental health impacts overall health, well-being, and productivity. For women to continue being productive members of society who achieve to their fullest potential it is imperative they take care of their selves.

Yes, we need to #PressforProgress and that needs to also start with women’s mental health. This International Women’s Day we must all pledge, be it man or woman, to prioritize women’s mental health.

Dr. Kamna Chhibber, is a Clinical Psychologist, Heading the Department of Mental Health and Behavioural Sciences for Fortis Healthcare. She has been practicing for the last decade and is a Cognitive Behaviour Therapist, with the particular interest in relationships, trauma, abuse and the impact of personality related variables on mental health.
